Weird noise coming from the brakes

I don’t know does this have to do with the brake pads or rotor but I heard a horrible scraping noise from 0-30ish km/h after my car front collision system slammed on the brakes I don’t know do it have something to do with the new brake pad (power stop) or it a rotor? Also after the slamming on the brake on the highway to do an emergency stop my brake every time I brake feel weird I don’t know how to describe it but it like the brake push against the rotor but back off a bit than back on and back off a bit… until I come to a stop the noise when I’m driving I would describe it as a scraping noise.
