What is Sws-anl-sws2012-011812874 "Punching Holes in bumper"?

I'm trying to buy a new front bumper and I need part# 51118058824 because I have Headlight Cleaners, PDC, and Surround view.

All of the descriptions say:

"Important!
Repair manual
Document number
Sws-anl-sws2012-011812874
as well as repair instructions for
'Punching holes in
bumper."

What does this mean?

My guess:
The bumper cover does not come with openings for the headlight cleaners and the repair instructions locate where to put them.

the pdc holes need to be punched in, any repair shop that does bmws will have the correct tool to punch holes
