Has anyone changed registrations from PA to NJ with a vehicle still on a load from FS?

NJ has a one page form that we're supposed to send to the leinholder to get them to release the lien to the state of NJ.

I cannot find any address or any sort of contact number for BMWFS. Even if i were to send this document to BMWFW, i can not imagine they will do anything with it.

Surely this is something that happens all of the time between PA and NJ.

Anyone have any advice? The dealership is not helpful at all.
