Yes, it's up to the cop's discretion if your exhaust is 'loud', which is also video taped to confirm their opinion.

So an M Performance exhaust could be considered loud and would allow them to write a ticket for it.

So effective Jan 1, 2019 CA passed a law that targets cars with modified exhausts with a hefty fine. AB-1824

I lived there 49 years and these new laws are one of the reason I left.
I'm surprised they don't charge you a fee every time you enter the roadway each day.

Oh wtf. Ok did some research. It is at least a fix it ticket but jesus the car is loud enough to get constantly harrassed.

Misconception. No where in the law states that a new $1000 fine will be implemented after the law change. From my knowledge living here, the $1000 has been in the effect for years now and is the consequence if you DO NOT get the car checked out by the state referee. If you get a state referee sticker on your ticket and get the car checked out, instead of previously getting the ticket signed off as a correctable and paying the $25 correction fee, now it is not correctable and is a $200 fine. Again, nothing new here, aside the $175 difference in the ticket. The car still "needs" an adequate muffler system per law states and below 95db.

I talked with my lawyer Randy from Fyourticket, looks like you're the misinformed one smart guy. The only law that changed is its not correctable. $1000 is the fine when you don't get state ref'd. Thank police scare tactics for that video!

(4) Existing law provides that whenever any person is arrested for certain offenses, including, among other things, an infraction involving vehicle equipment, the arresting officer is required to permit the arrested person to execute a notice, prepared by the officer in triplicate, containing a promise to correct the violation and to deliver proof of correction to the issuing agency, unless the arresting officer finds that a disqualifying condition exists.
Existing law requires every motor vehicle subject to registration to be equipped with an adequate muffler in constant operation and properly maintained to prevent any excessive or unusual noise and prohibits a muffler or exhaust system from being equipped with a cutout, bypass, or similar device. Existing law further prohibits the modification of an exhaust system of a motor vehicle in a manner that will amplify or increase the noise emitted by the motor of the vehicle so that the vehicle exceeds existing noise limits.
This bill would include, among those conditions that are disqualifying, a violation of the above-described requirements related to mufflers and exhaust systems.

My area has served me well personally. Orange County has high taxes so they don't give out retarded tickets like this, was shooting flames one day in my Z4m and I got thumbs up two motorcycle cops. But it helps to know the law. Nothing to worry about.

F80 with MPE can't even pass Laguna..let alone a stock 997 GT3. 90dB and 92dB are absurd levels of strict sound. I'm happy with my OEM exhaust mod but I just thought I made a thread just for the others with catless, etc etc.
Just so you know, my MPE passed Laguna sound on 12/30/2018. Full throttle uphill, staying to the right!

I wonder how this would affect modified cars who are visiting from out of state?

Last I checked, CHP are law enforcement officers, not law makers, but it sure looks like they're adding their own twist to the AB-1824 bill text.

I agree with this, but let's put it this way, for 99% of people the average labor cost to remove the mods is probably going to be roughly $500, (intakes, exhaust, downpipes, intercooler, maybe more if you have a blower). Compare that to the thousands of dollars that we've invested into our cars for go fast bits. The saying "gotta pay to play" now comes in. Most people are just running bolt ons. If the few hundred dollars of expense is a burden then maybe modifying cars shouldn't be a priority knowing the consequences, it's been made clear many times that you'll get f*'d for cops for excessive mods and now it seems like a reality check. I'm no different look at my previous builds.
