Just because it provides some benefit at 40mph and up doesn't mean you'd use it in every circumstance where you're moving at 40mph and above.

I don't know why anybody would look at the ability to adjust our not run the wicker bill at all as a bad thing. I'd suffer with the esthetics of some exposed screws for that flexibility all day long.

Agreed but whatever the effect is at 40mph it is four times that at 80mph. The way a wickerbill is designed it produces very little drag and really cleans up the trailing air.
