if you're asking is the Driver assistance worth it? I'd say yes, but it depends if you're driving in a city with traffic.

the M drivers package? it only raises the top speed. I think the car is limited to 155 or 165; and the m pack raises electronically to like 185 or 200 mph. it's just a setting inside options.

The carbon fiber, is obviously carbon fiber elements. The cermaic carbon brakes is the only real upgrade with different parts. Those brakes work much better for track use. but they are also like $8,000.

Ok, so in US this is called “cooling and high performance tire package”. In Canada it’s called “m technology package”

I had this conversation with my sales manager when ordering my M850i.
The cooling and high performance tire package adds two auxiliary radiators. You can read about it in the technical training docs on this forum. Item 1 and 7 on the pics I attached. BMW package option reads:
Enhance the cooling performance of the BMW 8 series with a more powerful cooling fan and an additional oil cooler. Increased capacity of the brakes and drivetrain cooling systems guarantee long lasting high performance under extreme driving conditions, particularly when driving in very high temperatures.
