PCD issues with NYS purchase
I am scheduled to pick up my car next week at the PC, but that was in jeopardy yesterday, as I understood, from a conflucence of NYS's and BMW NA's requirement for inspection of the new car, and SC's no longer issuing temporary registrations. It took my NY dealership the whole day yesterday to get an exemption from BMW NA so that I could pick up my car next week at the PC. Frankly, this should have been handled by my dealership much earlier, but I am sharing this experience so that others, from NY, who want PCD, will make sure their dealerships have addressed these issues, with the PC and BMW NA, way in advance of a PCD, so it will be more seemless than I experenced yesterday. As an aside, my dealership said they are holding off with future PCD until these issues are resolved with NYS, SC, and BMW NA.

Sounds exclusively like a Dealer/BMW NA issue based on their own rules. Any out of state vehicles I've bought to bring back to NY didn't require any state inspection prior to, or in the middle of, working through NY registration stuff. Heck, I just went ~2 months without a valid/current NYS inspection after buying out of state in May this year though it was officially registered after about 3 weeks.
