Well in my case coming from 07/2021 to 11/2022 via OTA the update would properly load to the car but never triggered the install. I did this twice as the first attempt expired and when I searched for an update it once again found 11/2022 vs 03/2023 and assumed that is the prerequisite for eventually getting to 03/2023.

As posted on a separate OTA thread when the tech at my dealer ran the diagnostics for the OTA failures it stated it wouldn't install due to the hazard lights being on. That definitely sounds like a bug I'm the OTA bootloader considering in 3.5 years of ownership I've never turned on the hazard lights once let alone had them on every time I got in the car after receiving the engine cool down messages for installing the OTA.
