Typically, yes. Although you need to check the agreement for restrictions.
I rent from National all the time (they are owned by Enterprise) and have rented a car in Nashville and driven to Dallas and back in without a problem (except that another car bumped me in a parking lot causing a little damage, but that was handled by my credit card company).
Just need to check the agreement and ask if you're unclear.
