Yes, it can be disabled (always default to OFF upon start-up) through coding.
And it can be disabled manually and temporarily by pressing a button near the ignition, though that is an annoying hassle.
Also, if you drive in Sport or Sport Plus, auto start-stop will be disabled automatically. Of course, you have to press a button for that, too.
So, coding is the best way to go.
