Any request from HRT to race was purely to save face. They are no where near race ready, and would only be a SIGNIFICANT liability for the other cars. Lets also not forget that their car was falling to pieces during however few laps they did put in in Q1.

To be honest, the FIA will need to step in sooner or later and remove their race seat if this keeps up. HRT put in a lot of hard work, and it is to be commended but this is not a charity event. There shouldn't be any favors done for teams that treat Qualifying as a practice session.
