There is a bail amount as seen on osaka.isf's ticket and then there is a fine. Two completely different things. One can typically pay the bail amount and not see the judge. Which in that case the bail becomes the fine. Or you can pay the bail amount, roll the dice and see the judge. You might pay less. You might pay more. You might even pay the maximum, $1000.

That said, ever see the road side signs for littering? Usually it states something to the affect of "No littering. Maximum fine $1000." Toss out a burger wrapper you might get fined $50. Toss out a bag of burger wrapper you might get fined $500. The goal is make the top end of the fine large enough that it is a deterrent and changes people's behavior. Some are incorrigible. Some are idiots.
