I think the transfer portal and one free transfer rule (without sitting out) is more likely a bigger influence. Of course that is influenced by NIL as well, but the ability of kids to move around like never before helps bring more parity and makes it tougher to stash talent for 2-3 years. FSU would never be where they are without the portal based on their recent HS recruiting and Miami has used it well this year to fill in gaps and turnover the roster faster than through recruiting alone.
