That's not what he stated. Reread first line of quote. I've underlined for you.
If affordability of residents was so important, Dubai and Monaco probably more important.
Again, the high end luxury market of BMWs is not what is keeping the Company afloat. It's SUVs.

Yes, people have snow gooses for Winter. Still doesn't make Canada one of BMWs strongest M markets.
