I don't know if that car is really based on a BMW F1 car. My gut says no. Here are a few pics of the older BMW F1 cars seen at the 'RingWerk Museum at the 'Ring. If you count the horizontal slots in the rear wing... the BMW has four while your F1 car has three. ?

No, it's not a BMW powered car. If I'm right about it being a 2009 Williams car then it would be powered by a Toyota engine.
