Based on telemetry data the race stewards found that the old sly fox tried a trick to keep Russell, who was in hot pursuit, behind him. Alonso unexpectedly pulling his trick caught Russell by surprise, causing a crash (cars didn't make contact but complicated it for Russell to keep his car under control). Unexpectedly using way less throttle when another car is following at 0.5s, is not as agressive as brake-testing, but it's still causing a dangerous situation of unexpectedly backing up the car behind. Alonso's defense was too dangerous - cannot be condoned.
