23:00h is a way better time to watch a gp than at 7AM in my book so I doubt it's to accommodate European viewership (at least this european's viewership )
Well they 100% want to do the race at night time local to take advantage of the lights on the Vegas strip so I get that. But a 7pm-8pm local start would have ensured darkness while also being reasonable for east coast viewership (most heavily concentrated in the US).
